The pound/shelter claims all outside dogs are taken inside at night, last night it was 28 degrees (not factoring in the wind chill, mostly very short haired dogs). These dogs were photographed at night, hours after the shelter closed. The shelter claims they don't have enough room inside to bring them all inside but at the same time, they won't allow rescues to pull them. Belmont County Animal Rescue League kill rate in 2012 was 51% which included 71 puppies. Please write to the Commissioners now!!! Please VOICE your opinion about these precious souls living on CHAINS- in the COLD. Please voice your opinion about a 51% KILL RATE in 2012 INCLUDING PUPPIES! This is absolutely NOT ACCEPTABLE!
