Chinese Street Vendors Beaten by Officers

#China has thousands of “chengguan” who enforce rules governing sanitation, traffic, and urban beautification. They may level fines against law-breakers but, unlike police, they have no authority to detain or punish people. 

Yet #HumanRights Watch spoke with numerous people – many of them fruit vendors – who were punched or kicked by #chengguan. Some were detained, and in many cases, the chengguan confiscated their vehicles, fruit, or wares. 

Some chengguan assaults have left people seriously injured or even dead and caused riots and widespread condemnation in China. 

The chengguan have no code of conduct and little oversight, and are rarely brought to #justice.
