Read: "It's not about the bike" and you will know what this means.

A Col is the road that passes in between 2 mountains. It's not a collar. This is the col of the Madone.
ELLIOT07 on July 2, 2009
The Col de la Madone is north of Monaco on the road (number D22) between the villages of Peille and St. Agnes

I'm assuming "Collar of the Madonna" is a big circular part of the tour de France.... part of a mountain area or something?
hockeygal4ever on July 2, 2009
It's a a sign saying "Collar of the Madonna" Altitude 925 meters
spin2win on July 2, 2009
Not to smart letting the French Gendarmerie know where their sign is! You could spend the night in maisons d'arrĂȘt! :-))

I'm guessing it was either @bobkeroll or @neilroad. Round up the usual suspects!
