I investigated, and the NO KISSING, etc. signs were put up by an entity that has offices in the library building. So not the library's signs. So now I'm wondering why that entity put up the sign...:-)

As @bethnolastname called it, THE "NO" ZONE...:-) At the entrance to the library.
